We built BundesMessenger around a clear compass of values – as a tool for a future-ready, sovereign administration.
Open interfaces, open-source software and a transparent governance model ensure that trust is not just promised, but verifiably practised.
And because BundesMessenger is meant to make communication easy, we did not trade security for usability during development. Interface, operation and feature set match those of modern messengers. Chat as usual, but securely.

As the primary digitalisation partner of the German Armed Forces and the federal government's IT service provider, we not only understand the special requirements for data protection – we implement them.

2019
BundesMessenger
BWI is commissioned to develop a “secure WhatsApp for soldiers” – the birth of BwMessenger.
2021
BundesMessenger
The Ministries of Defence and the Interior decide to make the Armed Forces' messenger available to other public organisations as well. This marks the start of BundesMessenger.
2023
BundesMessenger
BWI publishes the first release of BundesMessenger – free to use for public administration. More and more authorities adopt it.
2024
BundesMessenger
BundesMessenger goes into productive use and T-Systems becomes BWI's operations and sales partner, offering BundesMessenger as software as a service.
2025 and beyond
BundesMessenger
BundesMessenger is set to become the standard for messaging and collaboration in public administration – for municipalities, federal states and federal authorities across Germany.
